    There's a market for all different types of sites. It isn't taking advantage of someone to sell basic starter sites that aren't established. For some people who have no technical skills, buying an inexpensive site with a decent sounding domain name can be a huge improvement over spending months trying to learn how to set up a site and get it running. Or it can just save them a lot of time even if they do know how to set up a site. Sellers of these sites also often have other services they offer as well and selling inexpensive sites can be a way to build a network of people who could use those services.

    I've known a number of people that have oursourced to fiverr and have had mixed results, I think the way they see it is they would rather keep the cost to a minimum when flipping, sounded like it didn't make a whole lot of difference, or at least not a enough to put more money into it.

    Like some posts above have said it all depends who you are targetting.
