Honestly, the site design looks a bit dated and a lot of search traffic is being funneled into the
google local listing results so you'll have to factor that in to the rankings.

The best thing to do would be to create the site, get it ranked - once you start getting leads it will be very easy to sell the site, or sell them on a per lead basis (more profitable that way).
