Is this site faking it's PR?

This site has me a bit baffled - egi-bakosurtanal.com (don't want to give the guy a backlink), it appears to have a PR of 5 but has no IBLs at all that I can see.

I thought they might be using a redirect to fake the PR but the site's pages are indexed. Can someone figure out what's going on here?

    It's got a sitewide footer link from a PR7 http://siteexplorer.search.yahoo.com...&bwmo=d&bwmf=s

That's wierd, the SEOMOz tool bar isn't showing that link at all although it does show up in site explorer, good spot. I guess that explains the PR5 but if it's all coming from one place it's a little vunerable I'd say, not a good link prospect.

What tools do you use to spot dropped domains? I've been using whois.domaintools.com which usually just says 'dropped x times' next to a domain, are there other ways to identify them?

Google - if you search for the domain name, it will turn up in a dropped domain listing!
