One can argue that one exists primarily to facilitate the sharing of copyrighted material (torrent search site) while one can be used for many purposes of which one happens to be that. Search engines also allow one to remove pages that contain copyrighted material, not search if torrent search engines do the same.

Every commercial ISP (I have ever subscribed to) has provided access to Usenet. This is the deep end of the internet, and is more dangerous than browsing and mail, if you access the binary groups. Everything is stored on servers run by the largest ISPs around the world. I can go download any program, any movie, any song right now, but users who can't swim are putting their boxes at risk for viruses and trojans if they go there and download. The same risk exists in accessing torrent feeds.

In this virtual space, it is more likely that someone will attempt piracy and find their PC corrupted or compromised as part of a botnet army, than find the real copy that most certainly will exist there. Everyone on the net has access to newsgroups, but few know what is there and how to access it safely.

As a result of this and other file sharing taking place through OSP services, a copyright liability limitation law was passed to protect them from the actions of their users. Would this law be considered the result of money buying protection from prosecution? or a disclaimer of responsibility for the acts of others?
