As a seller would you ask more for a site if it had strong Page Rank?
It can impact the price of a site (or more likely the value of a site) if you plan on selling links off the pages.
But at the end of the day, if the seller wanted to monetize the PR then that should already be factored into the price because they would be collecting revenue from selling those links.
Otherwise it's right up there with sellers saying "if you spend 20 minutes a day on this site, it'll make a fortune". If it were that easy, you'd already be doing it.
So if the site is not earning from link sales nobody bothers about the PR?
A lot of people will insist that PR doesn't matter at all and for the most part that can be true depending on many things. However, I think it can definitely affect the price of the site, even if you don't bother to sell links. If you see a listed site that is several years old with tons of backlinks and no PR, then that tells you that for some reason Google has stripped out the PR. You'll probably want to find out why.
But, if the site still ranks well in the search results it might not concern you at all.
Conversely, if a site has a solid PR and you can identify where that's coming from and know that those backlinks will remain in place, that just might provide some reassurance.
The thing I'd be most worried about regarding PR are sites that are built up around a just expired domain that had a relatively high PR. If the seller is pitching this pagerank and, more importantly, basing revenue on link sales from that PR I would be hesitant to pursue it. More than likely, that PR will drop, perhaps entirely, once Google (or the previous backlinks) realizes that the site has changed.

I wouldn't say nobody bothers. I do like to see some PR as evidence the site isn't in Google trouble. And I would pay a slightly higher multiple for a PR7/8 as I'd perceive it as lower risk.
But I'd be interested to see how others hear view it. When the PR topic comes up in some webmaster forums it gets strong opinions from both sides.
Just my two cents, but if your strategy is solely a short term flip, we sometimes have to remember to put the real facts aside (as crazy as that sounds) and remember its often about perception.
Whether or not page rank will have an effect on the sites ability to generate cash, can be outweighed by the perceived value of a high page rank by a buyer when you come to sell. Sites in the most common categories fetch exponentially more on average, when all other factors are the same, but the PR is higher.
