I think most people think of a website builder as some one who starts from a blank canvas and creates a new website. Where as a flipper is some one who rehabs a website or puts a website on a domain they already own (i guess technically they are a builder as well) . I think as with property there is quite a bit of cross over between the two. But certainly by calling them scratchers it distinguishes them. Personally not sure scratchers the word I would use as it implies scratching about for something. This is definitely one for future discussion on FP I suspect?
