I really suggest you to look towards existing sites that have REVENUE (PR, backlinks and everything else is irrelevant - what matters is revenue and traffic). I'm suggesting this mainly because it's MUCH easier to sell established, profitable sites, but also because there's a wealth of quality information to be found regarding buying and selling "real" sites, whereas most of the stuff released on the subject of building and selling turnkey sites is complete rubbish and teaches strategies that simply don't work.

Yep, some of these sites can be well worth it as often times they are heavily undermonetised, meaning that you can increase the revenue (and therefore the value of the site) virtually overnight.

As for sites with traffic but no revenue - this can be a little bit risky as there might be a reason behind the fact that the site hasn't been monetised (e.g. 3rd world traffic that doesn't convert), but if you analyse the situation and believe that you can monetise the traffic then these can be absolutely fantastic deals as you can often pick sites like this up for pennies.
