I would assume that they didn't expect this to work out the way that it did. Unintended consequences and all that.
We're kind of going in circles here because this is the bit I don't believe. Even brain dead me can figure out the consequences and I'm not assuming that after years of trying to figure out how to stop people sabotaging competitors with links, they suddenly forgot the issue even existed or that they failed to spot the consequences.
